Formulación y diseño del sistema de gestión para el manejo de los vertimientos del proyecto urbanístico "Parcelación Río Milagroso", ubicada en el corregimiento la Magdalena, jurisdicción del municipio de Guadalajara de Buga, Departamento del Valle del Cauca.

Abstract

La disponibilidad del recurso hídrico se ve limitada en primera instancia por la calidad de las aguas; además dicho factor restringe drásticamente su uso para las actividades propias del desarrollo económico y social de los municipios y regiones, igualmente detiene los procesos y funciones ecológicas de los ecosistemas. Teniendo en cuenta que el aumento del consumo de tan preciado recurso trae consigo el incremento exponencial de los vertimientos de aguas residuales, y en consecuencia, se reduce la oferta hídrica en términos de calidad y disponibilidad, y se aumentan los riesgos sobre la salud pública. Ante esta problemática latente, se establecen medidas para controlar los vertimientos en Colombia mediante la implementación del Decreto Único 1076 de 2015 Por medio del cual se expide el Decreto Único Reglamentario del Sector Ambiente y Desarrollo Sostenible, el cual recopila decretos concretos que son aplicables ante esta situación, para lograr dar el manejo correspondiente y propender a una dinámica amigable con nuestro medio ambiente. El siguiente documento presenta el desarrollo de las diferentes etapas para la definición del sistema de gestión para el manejo de los vertimientos de un proyecto urbanístico residencial campestre en un sector donde no se cuenta con conexión a red de alcantarillado o algún sistema de tratamiento de aguas residuales, incluyendo elementos que se constituyen en requisitos normativos tales como la Evaluación Ambiental del Vertimiento sobre el cuerpo receptor de los efluentes del Sistema de Tratamiento y la formulación del Plan de Gestión del Riesgo para el Manejo del Vertimiento, con el fin De dar cumplimiento a los requerimientos establecidos por la autoridad ambiental para el otorgamiento del permiso de vertimientos.

The availability of water resources is limited in the first instance by the quality of the water; In addition, this factor drastically restricts its use for the activities of the economic and social development of the municipalities and regions, and also stops the processes and ecological functions of the ecosystems. Taking into account that the increase in consumption of this precious resource brings with it the exponential increase in wastewater discharges, and consequently, the water supply is reduced in terms of quality and availability, and the risks to public health are increased. Faced with this latent problem, measures are established to control discharges in Colombia through the implementation of the Single Decree 1076 of 2015. By means of which the Sole Regulatory Decree of the Environment and Sustainable Development Sector is issued, which compiles concrete decrees that are applicable before this situation, to achieve the corresponding management and tend to a friendly dynamic with our environment. The following document presents the development of the different stages for the definition of the management system for the management of shedding of a residential urbanistic project in a s ector where there is no connections to sewer networks or some wastewater treatment system, including elements that constitute normative requirements such as the Environmental Evaluation of the Shedding on the receiving body of the effluents of the Treatment System and the formulation of the Risk Management Plan for the Management of Shedding, in order to comply with the Requirements established by the environmental authority for the granting of the discharge permit.
