Actualización de plan de contingencia y emergencia de la Unidad Central del Valle del Cauca, ubicada en el Municipio de Tuluá Valle del Cauca durante 2013-2

Abstract

This paper is based on the structuration of the plan for the attention or management of possible emergencies at the Unidad Central del Valle del Cauca, on which there are presented the threats exposed on them, the vulnerability analysis, the resources inventory, all of this with the main goal of actualizing the emergency and contingency plan, which goal is to look for the welfare of the students, teachers, staff and visitors. To update the emergency plan of UCEVA, a series of procedures was performed: a tool for gathering information for problem description was used was interviewing administrative staff and teachers, since in UCEVA lacked the historical records, a series of surveys were also conducted for teachers, students and administrative staff if it is prepared in an emergency and how they should act. In order to actualizing the emergency plan there were identified the risks which were exposed to determine the vulnerability analysis, it was established the risks level, defining the management actions. It was performed an inventory of the fire extinguishers, fire alarms, first aids, and the brigade team. It was asked in the Occupational Health at UCEVA how many people were affiliated and what are their names. It was evidenced the teaching sessions and drills as one way from the University to give a better response and attention in front of any occurrence of such events which generate an emergency and their effects. It was also performed an analysis on the exit timing of each faculty in an emergency, but in order to find the exit timing it was necessary to measure each classroom, its doors and to measure the meeting points and the capacity of each classroom in order to realize the results about how much time it is necessary to evacuate in a risk situation. En el presente trabajo de grado se estructura el plan para la atención o manejo de posibles emergencias en la Unidad Central Valle Del Cauca, dando a conocer las amenazas que exponen en ellas, el análisis de vulnerabilidad, inventario de recursos, con el fin de actualizar el plan de emergencia y contingencia cuyo objetivo es buscar el bienestar de los estudiantes, profesores, personal administrativos y visitantes que acuden a este centro universitario. Para poder actualizar el plan de emergencia de la UCEVA, se realizó una serie de procedimientos: Se utilizó un instrumento de recolección de la información para la descripción del problema realizando entrevistas al personal administrativo y a los docentes, ya que en la UCEVA no contaba con los registros históricos, también se realizó una serie de encuestas a los docentes, a los estudiantes y al personal administrativo si se encuentra preparados ante una emergencia y como deben actuar frente a un posible evento. Se identificó los riesgos que se encontraban expuestos para poder terminar el análisis de vulnerabilidad, se estableció el nivel de riesgos, definiendo acciones para su manejo. Se realizó un inventario de cuantos extintores, alarmas, primeros auxilios, y el grupo de brigada, se indagó en el área de sistema de gestión seguridad y salud en el trabajo de la UCEVA cuantas personas se encontraban vinculadas y cuáles son sus nombres, se evidencia las capacitaciones, y simulacros como parte de la Universidad para dar una mejor respuesta y atención ante cualquier ocurrencia de esa clase de eventos que generen una emergencia y sus efectos. Se realizó un análisis sobre el tiempo de salida de cada facultad en una situación de emergencia, pero para poder hallar el tiempo de salida se necesitó recoger las medidas de cada salón, las puertas de cada salón y medir los puntos de encuentro y la capacidad de cada salón para poder conocer los resultados sobre cuánto tiempo se demora en evacuar en una situación de riesgo. Por último se planifican los procedimientos Operativos normalizados que se deben seguir en caso de una emergencia.
